Batch Zero: conditional classification is not the same as delivered power

Power is often the most valuable line in a Texas data-centre dossier and the easiest one to overstate. A project can move meaningfully through ERCOT’s process without reaching the point where the underlying load should be described as delivered or energized.

On 3 September, ERCOT said it had notified interconnecting transmission and distribution providers of provisional classifications for large loads submitted to Batch Zero. Conditional means exactly that

A conditional classification is evidence of process progress. It can materially improve the quality of a project record because it says more than a developer ambition or a generic power claim. But the conditions still matter.

If a project is included subject to verification, the correct record is not “power secured.” The correct record is that the load has reached a stated ERCOT classification subject to specified conditions.

Verification is now part of the evidence chain

On 9 September, ERCOT said it had begun issuing verification requests for information to a majority of entities with loads conditionally included in Batch Zero. That creates another explicit diligence step between provisional classification and a stronger conclusion about the load’s position. ERCOT’s 9 September notice.

This is why Pource stores power stages separately. A company claim, a study milestone, a contractual statement and an energized load can all be relevant. They are not interchangeable.

What should change in a project dossier

When a credible source establishes a Batch Zero milestone, the dossier should update. The source, date, applicable MW, project boundary and conditions should be captured. What should not happen is an automatic jump in project status to energized or operational.

The next evidence may come from ERCOT, the interconnecting utility, a company disclosure or another project-specific record. The key is that each source should answer a defined question rather than simply add another number.

Why this matters commercially

For a lender, a conditional classification may reduce one area of uncertainty while leaving delivery risk unresolved. For a developer, it can affect the credibility of a schedule and the next capital decision. For a supplier, it may be an early signal that a project is becoming more actionable, but not proof that procurement is imminent.

The strongest screening model therefore rewards progress without collapsing the stages. A project can be moving forward and still have material power diligence left to do.
